Uttar Pradesh authorities are planning two major new urban developments on the edges of Agra to relieve pressure on the historic city while boosting its tourism and industrial standing. The New Agra Urban Centre is proposed along the Yamuna Expressway at the point where the highway terminates within Agra district. Nearly 14,480 hectares spanning 44 villages have been earmarked for the project, making it roughly half the size of Noida. The Yamuna Expressway Industrial Development Authority, known as YEIDA, has been assigned responsibility for planning the new township as a core element of its Master Plan 2041. A second scheme, called Greater Agra, is also in the works, conceived along similar lines to Noida and Greater Noida. Together the two projects are designed to accommodate population growth, ease traffic congestion within the walled city, and create fresh residential and commercial zones close to established expressway infrastructure. Analysts see the proposals as part of a broader state strategy to modernise Uttar Pradesh's secondary cities without sacrificing the cultural character of their historic cores. Plans are taking shape to elevate Agra's Mental Health Institute and Hospital into a second National Institute of Mental Health and Neurosciences, better known as NIMHANS. The Agra institution was founded in 1859, making it one of the oldest psychiatric facilities in the country, predating many of India's celebrated medical establishments by decades. The lone NIMHANS campus currently operates in Bengaluru and is widely regarded as the apex centre for mental health care and research in India. If the Agra proposal is approved by the relevant central and state bodies, it would become the first such institute anywhere in North India. The upgraded institution would offer more than fifty academic and super-specialty courses covering mental health disciplines, something no other hospital in the region currently provides. Advocates of the plan argue that North India bears a significant burden of untreated mental illness and has long lacked a dedicated national-level institution to address it. Agra's existing hospital already has a large patient base and trained staff, giving the proposal a credible foundation to build upon.
