Across Punjab, 13 major cities qualify for town corporation status under Section 7 of the act, which requires a population of 700,000 or more. Municipal corporations cover cities above 200,000; municipal committees cover urban areas between 25,000 and 200,000; tehsil councils serve rural zones. At union council level, each house will have thirteen members — nine elected councillors plus reserved seats for women, youth, labour and minorities. The population of each UC is fixed between 22,000 and 31,000. Reserved seats also extend to farmers, labourers, technocrats, persons with disabilities and non-Muslims, giving Lahore's diverse communities genuine representation at every tier of the new civic structure.
